Does laminate flooring off-gas when heated?

I have a client that was assured by the flooring supplier that the laminate floor they sold them was okay to install over heated surface. The smell is unbarable, thoughts?

As I'm sure you know, a few years ago there was quite a bit of concern about formadehyde in laminate flooring imported from China. (For more information, seethis report.)
That said, many flooring distributors inform customers that it's OK to install laminate flooring over a heated radiant floor.
In your case, I would start by opening some windows and installing a few fans. See whether the smell dissipates.
