1. Builders don't depend on siding for "efficiency." (I assume that you are probably talking about energy efficiency.) Energy efficiency is improved when a wall is relatively airtight and has a high R-value. Siding is installed after airtightness work is complete and after insulation has been installed.
2. Probably the "most economic" (cheapest) sidings are T-111 or vinyl siding.
3. There are no off-gassing concerns with siding. Siding is installed outdoors, outside of the home's air barrier.
