Can anybody identify this product?

My new house is in the foundation stage. I’m watching another unrelated house being built that is a month or two ahead of me. It seems to be a green house. Zone 4.5. Outside the concrete basement wall is what appears to be a mineral wool type material, not a rigid board but soft & flexible (two photos attached). They also have slightly under 2″ R-8 EPS foamboard on the inside of the concrete walls.
Anybody know what the exterior product is & why it is there? Thanks

I'd say you nailed it. Had the Tremco WatchDog water-proofing (not damp-roofing) put on today, seems pretty thick and sufficient to do the job. Drain tile next to the footers tomorrow. I'm on a 23% grade, front to back.
The water-proofer offered the Shockwave drainboard system, which is pretty expensive so I passed. Would need 2600-2700 square feet, costing $5300 installed. Looks pretty similar to the Green Jacket Eco Panel. Any idea if it prices about the same? Thanks.
