Channel siding nailers
We are having a new home built. The Builder intends to nail the vertical 1×8 shiplap channel siding into the 1/2″ CDX plywood wall sheathing. He does not intend to put 1×4 or 2×4 cleats behind the plywood to receive the nails.
Is this sufficient?

I/2" CDX is more than adequate backing for wood cladding. If you want a much improved installation you would do better to install wood furring to create a rain-screen cavity, rather than backing for the siding fasteners. Rain-screens improve the longevity of exterior walls in almost every climate.
